Dr. Elizabeth Mar Juárez
CEO
On September 30, 2025, she was appointed Director General of the Mexican Petroleum Institute, becoming the first woman to lead the institution since its establishment in 1965, representing a significant milestone for women’s leadership in Mexico’s energy sector.
She holds a Ph.D. in Engineering from the National Autonomous University of Mexico and has been granted six patents, four of which are international, as well as more than 18 copyrights. With 23 years of experience at IMP, she has led innovation projects in bioenergy, energy transition, and sustainability, establishing herself as a leader in the development of the energy sector.
She has participated in organizing forums aimed at promoting and disseminating research in collaboration with organizations such as the International Atomic Energy Agency, the World Bank, and ASEA, among others. She has also promoted initiatives focused on emerging areas such as bioenergy, energy transition, net zero, and the circular economy.

Dr. Edgar Kiyoshi Nakamura Labastida
Acting Head of the Exploration and Production Division
He holds a Ph.D. in Electrical Engineering with a specialization in Electronic Systems from the UNAM and has 29 years of experience at the IMP.
Throughout his career, he has led projects in strategic areas and currently serves as Acting Head of the Exploration and Production Directorate, where he focuses on developing innovative technological solutions to strengthen the hydrocarbon industry and the upstream value chain.
He previously served as Manager of IMP’s CTEP, where he promoted the development and commercialization of multiple technological projects. His career has been recognized with awards from UNAM, the National Polytechnic Institute (IPN), and the Mexican Association of Applied Research and Technological Development Executives.
He holds nine patents and 35 copyright registrations and has authored more than 25 specialized publications.

Dr. Erick Emanuel Luna Rojero
Acting Head of the Research Division
He holds a degree in Physics from the Autonomous University of Zacatecas, a Master of Science in Physics, and a Ph.D. in Mechanical Engineering from the UNAM. With more than 25 years of experience at the IMP, he has specialized in enhanced oil recovery, reservoir engineering, and numerical modeling of porous media.
Throughout his career, he has led strategic projects for Petróleos Mexicanos (PEMEX) focused on optimizing secondary and enhanced recovery processes through technologies such as gas, foam, and chemical injection. He has also developed specialized software and patented technologies, authored more than 40 scientific publications, and supervised numerous theses, combining scientific research, technological development, and academic training.

Dr. Ernesto Alfonso Heredia Zavoni
Acting Director of Technology
He holds a degree in Civil Engineering from the Pontifical Catholic University of Peru, a Master of Science from the University of Washington, and a Ph.D. in Engineering from Princeton University. He has more than 28 years of experience in developing technologies for the structural analysis and integrity assessment of oil and gas infrastructure.
He has led strategic projects for Petróleos Mexicanos (PEMEX) related to offshore platform reliability, risk-based inspection, and facility maintenance. He currently promotes technologies aimed at optimizing well productivity, as well as energy transition projects such as repurposing offshore platforms for offshore wind power generation.
He is a faculty member at the UNAM, a member of Mexico’s National System of Researchers, and a six-time recipient of the Mexican Petroleum Institute’s Annual Awards.

Eng. Sergio Edgard Sánchez Morrill
Acting Head of the Technology Commercialization Division
He holds a degree in Petroleum Chemical Engineering from the National Polytechnic Institute (IPN) and has 42 years of experience at the Mexican Petroleum Institute (IMP). He has extensive experience in the coordination, management, and commercialization of engineering and technology services, primarily for the oil and gas industry.
He currently serves as Acting Head of the Technology Commercialization Directorate, where he promotes the transfer and commercialization of technologies in domestic and international markets. Throughout his career, he has worked in project management, conceptual and detailed engineering, chemical treatments, and environmental services for the oil and gas industry.

Eng. José Garcés Zepeda
Acting Head of the Engineering and Services Division
He holds a degree in Chemical Engineering from the Autonomous Metropolitan University (UAM) and a Master’s degree in Business Administration from the National Polytechnic Institute (IPN).
With more than 29 years of experience at the Mexican Petroleum Institute (IMP), he has contributed to the development of innovative solutions for the hydrocarbon industry, particularly through modular design projects for hydrotreating plants aimed at optimizing costs, project timelines, and operational efficiency.
He has led strategic engineering initiatives that support the modernization of processes across the energy sector, establishing himself as a specialist in process engineering and technological innovation projects.

Eng. María Susana Rodríguez García
Acting Head of the Institutional Operations Division
She holds a degree in Petroleum Chemical Engineering from the National Polytechnic Institute (IPN), with specializations in strategic planning, business process management, and project portfolio management. She has extensive experience at the Mexican Petroleum Institute (IMP), where she has held various positions in planning, operations, and client services.
She has led strategic planning processes, institutional performance evaluations, and project management initiatives, in addition to coordinating the development of the Institutional Business Plan and benchmarking studies.
Her work has also focused on improving process management and project monitoring for the oil and gas industry.

Mr. Jorge Aurelio Ochoa Morales
Director of Finance and Administration
He holds a degree in Political Science and Public Administration from the UNAM. He has more than 20 years of experience in the public sector, where he has held strategic positions in institutions such as the Ministry of Social Development, the National Council for Culture and the Arts, Fondo de Cultura Económica, and the National Human Rights Commission.
He has served on the governing bodies of various cultural and academic institutions and has participated in projects related to planning, transparency, and public management. He has also contributed to initiatives involving cultural policy, anti-corruption efforts, and public administration. In addition, he participated in the divestiture process of the state-owned company Constructora Nacional de Carros de Ferrocarril, which was subsequently acquired by Bombardier Transportation.

Dr. Martín Gustavo Moscoso Salas
Head of the Legal Affairs Unit
He holds a Law degree from the Instituto de Estudios Superiores de Chiapas, as well as Master’s and Doctoral degrees in Law, both awarded with honors by the National Autonomous University of Mexico (UNAM). He is a professor at UNAM’s Faculty of Law, where he has taught and mentored undergraduate, master’s, and doctoral students.
He has held academic and leadership positions at legal institutions, notably serving as Director General of Graduate Studies and Research at the Instituto Internacional del Derecho y del Estado. His research focuses on human rights, legal reasoning, constitutional law, legal logic, and public policy.
